     This note is usually posted about the 10th of the month both as an
introduction to new users and a reminder for older subscribers.  Any
significant changes are indicated with a "+" in the first column.

+    We have had a problem with people sending "confirm" commands to
the list.
+    Then, other people saw the msg. and jumped to the assumption they
must also confirm.
+    Not to worry.  A request to confirm will come direct from Listserv
+and be a half-dozen lines telling you exactly how to confirm your
+subscription.  Confirm requests do not go out to every body and not at
+the same time;  it depends on whether you have posted msgs. recently
or sent a command.
+    Others should not send messages to the list excorciating those
+people who sent commands to the list.  That just wastes more time and
+bandwidth.  If you have to point out the mistake, a gentle reminder
+direct to the offender via email is preferred.

     The list is focused on using computers to help in researching,
compiling, or distributing information either in traditional, hardcopy
form or electronically.  Specifically, the list is for working
journalists in any medium.

     This list belongs to you, the users.  Please feel free to
participate.  It is only through active use that a "virtual
newsroom" will evolve.  The list is "self-moderated"--you are
responsible for what you post.  Remember a note to
LISTSERV@ULKYVM.LOUISVILLE.EDU
goes only to a machine and must be a command, while a note to
CARR-L@ULKYVM.LOUISVILLE.EDU will be sent to everybody on the list.

1.  List address
     The address of CARR-L is CARR-L@ULKYVM.LOUISVILLE.EDU
2.  If you run into difficulties:
     1.  Consult a local network whiz.
     2.  Contact the list owners, Elliott Parker
          (elliott.parker@cmich.edu) or
          Samer Farha (samer@clark.net).
3.  To unsubscribe
     To unsubscribe and leave the list, send the command
SIGNOFF CARR-L to LISTSERV@ULKYVM.LOUISVILLE.EDU Note the command must
go to the LISTSERV, not CARR-L.  This command must also come from the
address from which you originally subscribed, so the LISTSERV can find
the exact match.

4.  Posting messages to the list
     By all means post to the List,  keeping in mind the focus of the
list. Postings are strongly encouraged.  Information from other
sources, either online or hardcopy is valuable.
     To post to the list, send your message to
CARR-L@ULKYVM.LOUISVILLE.EDU.  It will then be distributed to everybody
on the distribution list.  If you send it to LISTSERV, it will be
returned to you, since LISTSERV only expects commands, not messages.
     If you do repost something from another source, it is only ethical
and helpful to give credit to the original poster along with the full
citation. If you forward something from CARR-L make sure you give
credit to the original poster and/or source.
     The poster is responsible for observing and following appropriate
copyright laws.
     Much written work today is already is some kind of word processing
format but remember to convert it to plain ASCII for distribution over
the networks.
          The list is not moderated, but you must be subscribed to the
List before LISTSERV will let you post.
     You can often assist other subscribers by asking questions related
to Computer-assisted Journalism. No question is "too simple."  If you
have a question, someone else probably also wants the answer.
     Keep your messages short to conserve bandwidth and save the
resources of those subscribers who must pay to receive messages.  Some
gateways also limit the size of mail they accept. If your message is
longer than about 20K, you might consider posting a short abstract and
invite interested readers to request the complete version from you.
     You might also want to consider splitting the posting into several
parts.
     If you have a longer post of general, longer term interest,
contact the List Owner to see if it can be archived on the file server
so people can request it.
     Use a descriptive subject line.  Many people decide whether they
want to read a message based on the content of the subject line.
     If you are forwarding a message from another list, the subject
line should start with "FWD:"  Do not use the "" but the : is required.
This will insure that those messages are not sent to people who have
elected not to see them.
    Sign all your messages. It helps to have at least a name to
associate with a post and some mailers strip off the header, so the
receiver cannot reply unless there is some kind of internal address.  A
"nom de list" is acceptable.
     Be tolerant of newcomers.  We were all new to this medium at one
time, we are all still learning, and procedures are still being
refined.
     Attachments should never be sent to CARR-L.
     Lacking a uniform standard, most subscribers will not be able to
decode them.  Attachments may also contain viruses leading many email
savvy subscribers to delete them immediately without even bothering to
read them. Since the list is also archived, attachements will continue
to popup whenever somebody searches the archives for key words in the
subject line.

6. To subscribe to the list, send the following:
    SUBSCRIBE CARR-L 
to LISTSERV@ULKYVM.LOUISVILLE.EDU, using your real name, not a computer
userid.
         In a few minutes, you will get back a short acknowledgement
from the LISTSERV machine.  If you don't get back a confirming note,
make sure you spelled everything correctly and used the right address.
     If you did everything right and still haven't gotten back any
confirming message, wait a few hours--a gateway or node may be "down"
and your email will be forwarded when things are back to normal.
     If you still can't get signed up, GOTO 2.

+    In the last month, 179 people posted messages.

    Be aware that it is a trivial job for "someone" to monitor
electronic mail or any discussion list.  It is also extremely easy to
save any message and to forward it electronically or repost to another
list.
    Thanks to the U. of Louisville for hosting CARR-L since the list
started in 1992.  The University, however, is not responsible for any
postings or replies.

the brainchild of the Activist Outreach Collective at QPIRG Concordia.
